David Luff joined the Government of Alberta in 1975 as a land use planner providing environmental data to support A Coal Development Policy for Alberta in 1976 and A Policy for Resource Management of the Eastern Slopes in 1977. When he left the employ of the Government in 1997, David was an Assistant Deputy Minister of Energy responsible for the management of mineral agreements (including coal) and the collection of royalties and taxes.
